How to Report a Red Card, Coach or Administrator (cautions & ejections), Referee Assault, Referee Abuse, or Game Abandonment |
POLICY:
ALL RED CARDS (violent conduct, serious foul play including technical violations) and game abandonment must be reported to the President of the Association. ALL CAUTIONS given to USSF affiliated youth coaches and administrators
will be reported to the President of the Association. A Report must be submitted in finished form within 48 hours after the conclusion of the match. |
PROCEDURE:
Issuing the card:
Be professional (nonconfrontational) and clear. (Write down enough information for your report; time, person, misconduct.)
End of match:
(Referee’s names should already be on the form)
- 1. List the name of the team, person (number, if player), reason (law reason).
- Do not put down your phone number or email address, yet.
- The Referee team should confer and agree on the details.
- Keep the referee’s copy of the game report and distribute the other copies to the teams on the field (Youth only).
- Fill out the back of the Presidio form (Referee’s Report for adults) in the space provided for the description of the misconduct. It should be brief and factual, no opinions please. If there is insufficient room or there is multiple misconduct, you are to use the Official USSF Game Report form. [Click here for USSF Misconduct Report Writing Guidelines.]
- Put your telephone number or email address on the report form.
- The ejected player/coach/administrator pass must be sent with the report to the address on the game report form (EXCEPT PRESIDIO LEAGUE).
- Mail forms, report and passes within 48 hours of the conclusion of the game to the correct address on the form.

PROCEDURE FOR REFEREE ASSAULT/ABUSE:
Assault: Contact local law enforcement or make a police report as appropriate to the circumstances. [Click Here for USSF Assault & Abuse definitions]
Assault or abuse: Do NOT be confrontational! Follow all of the above procedures for RED CARDS with the following modifications:
- Gather information (names, etc.). Ask Assistant Referees to prepare a report. If an Assistants Referee is the victim, he/she must prepare a separate report. You are to use the Official USSF Game Report form. [Click here for USSF Misconduct Report Writing Guidelines.]
- Contact the President ASAP (if not available, any Board Member) to help you and to assist you with your report.
- Notify your Assignment Secretary immediately after conferring with the President.
- A draft of your report is discussed with the President, prior to mailing.
Distribution of assault/abuse form, report, passes.
Youth matches.
Reports/passes go directly to CYSA-South, a copy of report is sent to the State Youth Referee Administrator and another copy goes to the State Referee Administrator. Links and address are in the sidebar at right.
Adult matches.
Check with Association President.
