Referee Development Program

The San Diego County Soccer Referees' Association (SDCSRA) operates a USSF referee development program under California-South, as specified by the National Referee Committee.

In-Service Instructional Classes

SDCSRA provides at all monthly general meetings, 45 minute of in-service training by certified USSF Instructors that counts toward your instruction requirements for yearly referee re-certification. When available the web-site will provide the meeting Instructors handouts". The SDCSRA's Director of Instruction is Stan Gutowski (Phone 858.274.6191).

In-Service Instructional Assessments

In-service Instructional Assessment are INFORMAL assessments. They are designed for referees interested in improving their skills.

Upgrade and Re-certification Assessments

Referees who wish to be assessed or evaluated for an UPGRADE, MUST contact either Jim Kerr at 858.270.9445 (for upgrade from 8 to 7) or Lee Popejoy at 858.748.6520 (for 7 to 6, 6 to 5 and for Grade 6 or 5 re-certifications).

Additionally, these rules below must be followed:

  1. Referees MAY NOT request their own assessor nor make arrangements directly with an assessor.
  2. No referee can be assessed in any area outside of Southern California without the permission of the State Director of Assessment, John Bennyworth 909.685.9655. If this is done, the assessment will not count.
  3. If these rules are not obeyed, the referee and the assessor may be subject to a fine from the State Director of Assessment, John Bennyworth, and the assessment will be invalid.

Advanced Referee Development Program (ARDP)

ARDP or Advanced Referee Development Program is part of the Cal-South ARDP program. ARDP is the acronym for Advanced Referee Development Program. The ARDP program is for soccer referees who want to advance to higher levels of soccer officiating, mainly the professional level of soccer.

The group meets twice a month for training on the field and in the classroom, January through August. There are special sessions held in Fullerton every other month. Sessions usually last three hours, one-hour physical, and two hours mental. Physical training consists of small-sided games, long runs, sprinting, and other activities. Mental training consists of discussions on refereeing soccer at the highest level. With the use of actual game situations and video, the group discusses calls and the outcome of referee decisions.

The current group of referees involved in ARDP includes referees who currently work in the MLS, WUSA, USL, MISL and the NISOA. Officials in the group have game experience at the international level as well as many top amateur and youth tournaments.
