1. To promote social welfare by providing the highest quality referees, training, and evaluation in order to develop good sportsmanship, knowledge of the Laws of the Game, high character and the physical well being of all persons engaged in the sport of Soccer in San Diego County.

2. To provide an organization for any persons interested in refereeing and to provide training, assignments, assessing and in-service evaluations to promote awareness of, and participation in, the highest standard of knowledge and implementation of the Laws, rules, regulations and spirit of the sport of soccer.

Al Povey Youth Referees of the Year

The recipients, both male and female, are awarded based on (A)  their dedication to the game of soccer, including their accomplishments as referees,  as role models to other youth referees and players, and as recognized by their adult referee peers and mentors;  and (B) their service to the community and  the impact their involvement in activities, other than soccer, has in their schools;  their church, temple or synagogues; and/or in the greater San Diego community.
